Position Summary
The Senior IT Project Manager is accountable for overseeing the successful delivery of multiple IT projects across the Bank, ensuring alignment with strategic objectives, regulatory requirements, and enterprise architecture standards. This role is not hands-on in day-to-day project execution, but instead provides leadership, direction, and governance to project managers and IT teams. The Senior IT Project Manager drives collaboration across application, infrastructure, operations, security, and procurement functions, ensuring projects are delivered on time, within budget, and to the highest quality standards.

Accountabilities
Strategic Oversight
Provide governance and oversight across all IT projects managed by ITD, ensuring consistency in scope, schedule, cost, resources, quality, and risk management.
Act as the single point of accountability for IT project delivery, ensuring alignment with system development standards, architecture directives, and security controls.
Partner with other departments (e.g., PMSD) to oversee IT-related tasks within cross-departmental projects.

Finance
Oversee project budgets and financial controls, ensuring accurate cost estimation, allocation, and monitoring.
Collaborate with procurement teams to validate feasibility study estimates and ensure expenditures remain within approved budgets.

Process & Governance
Provide leadership in project initiation, including feasibility studies, evaluations, and prioritization of IT projects.
Establish and enforce project management frameworks, methodologies, and reporting standards across IT teams.
Monitor project execution at a portfolio level, proactively identifying risks, constraints, and dependencies, and ensuring timely resolution.
Ensure compliance with system development standards, enterprise architecture, and banking security protocols.

People & Leadership
Drive collaboration across IT teams and business stakeholders to achieve project objectives.
Provide direction, coaching, and support to project managers and team leads, ensuring effective resource planning and execution.
Build strong stakeholder relationships, ensuring clear communication of project status, risks, and mitigation strategies.
Motivate and inspire teams to deliver high-quality outcomes under tight schedules and complex constraints.

Compliance & Risk Management
Ensure all projects adhere to regulatory requirements, risk control guidelines, and internal governance standards.
Oversee risk identification, assessment, and mitigation across projects, ensuring issues are escalated and addressed promptly.

Requirements
University graduate in Management Information Systems, Computer Science, or related discipline.
Minimum 10 years’ experience in IT project management or system implementation, with at least 5 years in a senior or oversight role.
Proven leadership in managing large-scale infrastructure, API, or banking-related technology projects.
Project management certification (e.g., PMP, CSM) preferred.
Strong leadership, governance, and stakeholder management skills.
Excellent communication, presentation, and report-writing abilities.
Mature, independent, and decisive, with strong conflict management and problem-solving skills.
Ability to manage multiple projects simultaneously under pressure and tight deadlines.
Fluency in English and Chinese; Mandarin proficiency is an advantage.
